I would definitely not say FFXIV is too complex. Certain classes have a high skill cap (predominantly DPS classes) but in general it's not that complicated. I'd say in general it's just about right for the average casual player, maybe erring a little towards the easy side.

Now, ability bloat on the other hand, there is a lot of that going on.
