The fact is that the population is low, and there's not many new players coming in, so gear in the lower levels is harder to come by, and from what I've seen pretty damn expensive.
The fact is, that the economy restarted. Now there is much more incentive to make low level gear, because gear actually matters. You can't just skip it anymore. More demand is created (and not just because old gear leaves the economy at a much more rapid rate), and that means profit to those who take advantage of it. Not to mention creating stuff is much easier now.

But it doesn't happen overnight and you need to wait for a while. Maybe that is unreasonable? Either way, not much can be done at this point yet.
