I'm all for increased weather effects, I'd really rather not see these things occur simply as chance elements or tack-ons, at which point several of these would be difficult to pull off. That's simple enough for Gales -- winds blow directionally through canyons, increasing flight speed down their paths and slowing it in the other direction -- or for Thunderstorms, where lightning strikes from from random areas above ground to hit the nearest surface (so, generally to hit high places) at ever-randomized intervals with players counting as a few meters taller than they are. But, Frostbite, or Heat Stroke? Those would require deeper systems of warmth or hydration, and yet it's currently perfectly fine to run around Western Coerthas in a bikini, or Southern Thanalan in the Glacial set.
