There's no need to be more than lvl 50 to start HW, though. It was designed so that all of the people who had completed 2.55 before they lifted the level cap could do all of the instanced duties easily.

The people who got to get experience from the 2.1-2.55 MSQ actually had it easier in terms of less grinding required in HW.
