Indeed. It was idiotic on SE's part to gate the entirety of the expansion behind all of ARR's story. Some of it, the dungeons/most zones/raids yeah fine. All of it? Nope, just stupid.
And the lore reasoning is an excuse people need to stop with, period.
Yes, this isn't the only person that has posted that this was an issue for them - they just also posted that they were able to get a refund. Frankly, I waited to get the expansion to see how the feedback and reactions were before buying - but if I had bought day 1 or pre-ordered, I wouldn't have known about the MSQ completion requirements. I mean, I got cinematic Heavensward ads in my Facebook feed and stuff, and none of that had the requirement of MSQ completion - and that is supposed to make me go buy it!Those are essentially weasel words. Without doing way more research than buying an expansion for a game you like should require you do NOT find out what 'sufficient' means. The average player would be entirely justified in thinking that 'sufficient' means getting to 50, killing Gaius, and WATCHING THE END CREDITS.
It's not typical of an MMO- even those that really like it can see that... so it is natural that there are going to be some adjusting pains. Whether you think it is justified or not, doing things differently is going to have some side effects. It sounds like SE is understanding of that- so I am not sure why the players are being so unforgiving.
On one hand, I know a friend of mine who had stopped playing shortly before 2.1 and came back to HW only to find out he had the MSQ grind to do and pretty much quit halfway into it. So I am sympathetic to people who are greeted with the unpleasant surprise of the 2.x patch story grind.
On the other hand, I stopped shortly after 2.1, but I found out MONTHS in advance that HW was going to require completion of the MSQ, reactivated my sub and finished all that before HW launch. While it was not well-publicized, it was far from "hidden", lol.
Regardless, the only solution is basically for S-E to go back and tweak the 2.x patch story quests and make them less irritating. That would do a lot to quell these complaints. It's not the gating that bothers people, but the hours of running back and forth.

They needed to clarify what that meant ?
A game that is heavy on lore and story wasn't hint that you might need to finish all of it to do 3.0 content ?
The war in Ishgard and their constant xenophobia during 2.0 might not have been a hint that they weren't going to let you in before you proved yourself to them ?
