What will happen with your lvl 51 Dragoon now when you don't have HW. Correct me if I'm wrong, but arn't you lvl capped at 50 without it?

I shouldn't have to google for something that shouldn't exist.
"Shouldn't exist"? What the hell? If you have followed the story AT ALL, you would have had enough information as to why you CAN'T get to Ishgard. The only reason you can get to Ishgard is what happens in 2.55 story.
Allowing people who have not finished 2.55 into Ishgard would be an incredibly gaping plot-hole.
In an MMO where the story isn't as connected and each expansion starts as essentially a new story, probably. I'd think that by level 50 though you'd have picked up on how important story progression is in this game, so 2.1 to 2.5 being used to tell the story that connects 2.0 to 3.0 should not have come as a surprise.
Technically, the start of the story for Ishgard begins around level 35 or so when you first visit Coerthas...it's much more like the next chapter in a book rather than the next story in a collection of short stories (which is the more common approach in MMO expansions).

Scammed, seriously, thats hilarious. My god the things people come up with....Square just got back to me about my refund for Heavensward. I bought the expansion upon hitting level 50 expecting to move on to Ishgard, etc etc. Turns out I still had to play through all the irrelevant lv50 content, but in the meantime of doing that I grew bored of the game and had no interest in Heavensward, hence getting a refund. Kinda felt scammed.
Such a shame. I was pretty excited when I hit lv50, but doing endless fetch quests for virtually no reward (4k exp at lv50) for over a month really killed the game for me.
But for how long? How many days you play means nothing, some people only have a few hours a day to play where some don't. And if you're starting from basically scratch like I did. You have to do over 180+ pointless fetch quests, all the original primals, plus everything else. Queue for that stuff as dps has got to take some time.
Two weeks is a long time just to access an expansion that you're already at level requirement for.
Personally I think that feeling "scammed", getting a refund, and then creating a thread to tell people about it is a little dramatic. I can understand being upset that new jobs are locked behind story progress, however it should be expected that most content is going to require some sort of levelling or progression.
Heavensward is a continuation of the MSQ, so of course you would need to complete the pre-Heavenward story in order to continue. I don't find that to be far-fetched, shady or scam-worthy.
If you wanted to join in on HW content, then getting a refund wasn't an especially productive resolution. Now you definitely won't gain access to it. Yes, there is a lot of MSQ content that needs to be finished, but those of us in Heavensward had to complete it as well. You are behind and need to play catch up, so don't act as though it is some sort of punishment. The only thing stopping you from reaching Ishgard is yourself.

As for queue times and such, I doubt it takes too long, there is a TON of people doing their roulettes. No idea how long the HM primals take, but I have tried progressing on an alt character from 0, got to 35 as Ninja, did all the dungeons and both trials, and the queue times were actually shorter than in the day of 2.0 open beta/early access.
And while I agree that the fetch quests at lvl 50 are pointless, they are pretty quick to do.
Then it would of been wise to google and see what needed to be done, riiiiiiiight?
Not sure what's the rush.
Rushing to HW is nothing amazing. You get a better story, bigger places and flight and some jobs.
Then you'd just do the same ol'. I'd say stay in ARR and have fun with all the content there. There's barely non to be had in HW.
You woulda been bored either way. New players should enjoy the game instead of being where everyone else is at, and where we are, a lot are bored.
Ooooh well.
I can definitely sympathize with the OP. I'm not really looking forward to doing the level 50 MSQ stuff at all, once my new character reaches that level. It was hideously boring the first time around, and I'm sure it will be even more mindnumbing the second.
-_-; I just want to get to the new zones and unlock Astrologian. *sigh*
