Sure you can. You can time the LB so that you won't get hit in the face by any telegraphed mechanics (AoEs etc, such as Rav EX in then out circles).

I think Akyio means that you don't really have the time to wait in some situations. If most/all of your party is dead and especially if aggro is on you, you cannot take the time to run around and find a safe place.

In that situation you probably won't get it off anyway before you are dead. A Healer with boss aggro will die almost instantly. You want to be using it before everyone else has died when you see there is no way to recover the damage done through normal means. Tank and one DPS alive plus you with low mana for example. Even if you get the other Healer or a SMN up you will struggle to keep anyone else alive and res plus the time it takes will eat away at the time you have before enrage so pop the LB3 then protect when people are up.
