including the tattoo was part of the legacy campaign much like the welcome back campaigns being done
during the time it was running you had to be suscribed to the game and paying the then 9.99 amount per month. If players paid for 3 non consecutive months (and completed the quest United We Stand) before the time was over they got the additional legacy status with the chocobo, the name in the credits and the changed cutscenes.

Yes, but that is a paraphrased version written by someone not SE, and even then it does not mention once in a lifetime. All of the archives I find relating to it do not say anything about one time only or once in a life time or non repeatable or forever unobtainable in the future, just that they will receive those benefits upon 2.0's launch.
And if the tattoo was really for all 1.0 players then I can see the point being more clear, but since it was restricted to a specific login time, it means little in the way of accomplishments in 1.0 or dedication or commitment. That is the point I am trying to make. I am trying to make the point that it was simply a part of an event (That we currently have cash shop purchases of other one time events, including 1.0 events that no longer make sense in the 2.0 storyline such as the hunter's moon)

It was not given to all 1.0 players, only those that logged in at a specific time. No quests were required, so one did not even have to see the cutscene to be able to get it.
And so? That's completely irrelevant. 1.0 is no longer a thing, therefore the tattoo is no longer obtainable.
*Looks at char's tattoo" - Yeah that's right, you can never have this. But apparently i think this might be the ONLY thing you can't have that i have from 1.0 (besides a couple mounts) so, get over it.
that was paraphrased from the official lodestone forums which are now no longer availble due to them changing the servers but that was what it said for the legacy campaign.
it was done for a specified time due to them starting to charge the 1.0 players a sub fee feeling the game was better than it had been since it was launched. it was also done after the subs were put into place like a couple of months and back logged for those who started paying when the subs were put into place

Neither can past events, but yet their items are in the cash shop. Hunter moon will not, and cannot happen again, so the item is in the shop. The new years zodiacs will not repeat for a while so they are in the cash shop. Last year's bomb summer event will not happen again, so the bombdance is in the cash shop. This is assuming we stick with linear time in the game.
But if we were really talking about 'repeatability'---
If we do not want it in the cash shop, in a world of magic, timetravel, dimension travel, space travel, cloning, echo, body possession, reincarnation, immortality, and teleportation, I do not see why it would not be possible to do a kickback event that would make a lot of sense in the scope of the lore.
Not to mention that --- it is a tattoo that I could just get tattooed on me at the aesthetician since he can do other tattoos.
Why do you want an ugly Legacy Tatoo? I want other tatoos able to be put on your body. If you buy a Legacy Tatoo it should just put a big $ sign on the back of your neck.
