At the end, with Tiamat. We know that the asscians told the allagans the way to imprision primal bahamut for life.
Given the statement that they wanted a way to defeat Primals "without suffering heavy losses", It is entirely possible that Summoners in Allag were drawn from those who were present during those early Primal defeats that saw the Allag armies suffer heavy losses.
Sort of similar to how the Immortal Flames (They at least imply at any rate) are able to defeat Ifrit at the cost of losing many Soldiers to Tempering and Ifrit himself killing them.


I noticed part of Fractal Continuum, the rear ship, had a similar design (red spiky globe). Judging by other structures in Azys Lla, I'm guessing globular structures were a common feature among Allagan vehicles, in contrast to the modern airships used by Eorzea, Garlemald, and Ixali.
