Because its menat to help people out who are doing this dungeons for their mainquest (or also leveling a new class) - while high level/expert used to be about farming tomestones
You could to easily bait/leave out contents.... que with a level 17 and you are sure to get non harder than Copperbell Mines
Its logic you wont get that they want us to run whatever we get and be it Aurum Vale or Cutters Cry or whatever. Im personally just fed up getting Brayflox longstop in 90% of all cases :/

I don't really do the leveling ones for tomestones just was leveling ARC on another character to catch up to a friend who just joined FC offered to do it with me. Had to tell them no because queue is solo. lol o/
But I get what your saying that people at 60 would just queue together for the tomes seems a waste for only 5 esos.

They should really implement a way to queue with 1 friend if that friend is the adventurer in need. Helps anyone on main story, your friend gets some nice bonus gil, you get your roulette done without waiting 30 minutes.... seems like all you do is win win win.
I'm sick of getting Tam Tara, personally. First on maxed WAR now on DRG.
The only good thing about one of those runs was the healer who encouraged me to pull the entire last part of the dungeon, eight or so mobs...it was awesome.
I suspect this is to put a social blocker against 'elitism'. It kinds of makes the people who rush and expect you to "know all the fights" and "be geared" look like jerks, when this format is clearly designed for levelers, and random in nature.
Splitting that apart from the other dungeons in terms of format gives a space for each crowd. If you want experts who are geared and ready to steamroll a place, you queue into the other formats. If you are open to accepting/helping new players that might hit all the wrong keybinds, you do the leveling one.
Though I am surprised - if I read the original post right... is there no ability at all to even enter a leveling dungeon with a premade group? such as a guild run? I've only just returned the game about a week ago and I've just been spamming random queues to 'L2P' again...Before I left I remember doing the lowbie dungeons in guild groups all the time - is that gone now? Or can it still be done by selecting a specific dungeon rather than random?

The reason they don't allow it is to stop people at level cap being in queue together to speed run for the bonuses and tomes. The idea behind it was to encourage more high level players to queue levelling content and help new players while providing a bonus incentive to do it. A lot of players are just greedy and have no interest in helping others do anything they just want their reward and to leave.
I think they should allow under 60 characters to queue together though so people can level up together.
