Devs are japanese, devs respond in japanese. There have been items requested by one side and not the other that have been responded to via the chain of authority. Frequency is easy to explain via sheer mass and language barrier.

Always interesting to see the weird simplifications and massive generalizations with a side for a culture's popular like of self loathing though.. I think I used to have thick bias on which cultures was "teh best!1", but a number of good history classes and traveling and its all pretty "human". All displaying very human qualities. "Oh they are so nice all the time since ever and ever" "What would you say if this scenario happened?" "Thats horrible!" "Thats a common occurrence in the culture you just spent twenty minutes eating up as the best thing ever" "oh so you think they're bad huh?" "no.. very normal given the circumstances".

Anyway, if SE was smart - and I do believe having a WoW competing mmo makes them at least capable lol, they'd then be receiving compilations of feedback on all forums not native (which they do). Responding is an extra pain so instead you can feel awesome that they bother with the hassle lol (although, imo, not responding at all would be bad PR - so there is reason beyond being a good dev to respond).
