What you see is about all there is.
It's a steam-powered warmachina built by Illuminati Goblins using technology and information scavenged from destroyed Garlean (and perhaps, at this point, Sharlayan) mechs. For the gobwalker in particular, they wanted to find a less fickle replacement for a pack of raptors as a mode of transportation, studying (and then eating) over a thousand crabs to perfect the design. After they lost control of a prototype and it took over twenty goblins to stop it from smashing up a workshop, however, they decided perhaps it would be a good tool for war.

The goblins built it.
We either straight-up stole it or stole the plans and had Cid build us one.

While we know Goblins are quite advanced and they often steal stuff from the garleans, can Goblins also use magic or are they just as inept as garleans? Don't recall any goblins casting spells so far. The hardhelms and hardminds in alexander use buffs but weather or not those count as spells I'm not sure.
This is one of those times where I feel like I should know an answer but I don't remember anything of value. Goblins can't be completely inept with aetherial arts or Mutamix would be unable to work materia, right? But off the top of my head I can only remember Goblins attacking with resources that implied they were great tinkerers and alchemists... I hate to do it, but I'm gonna rely on tradition for a start: FFXIV goblins are nearly (if not) identical to their FFXI incarnations, down to the naming conventions. Though they were rare, goblin mages did exist (grumble-maker-prof-grumble).

All I know is that the Gobwalker is the best mount I've seen in the game so far and my MCH needs it. It flies as well, judging by some ill gotten data dug up just prior to the expansions' release.
I'm a little frustrated by the fact that it's obviously a A4 Savage drop though. My guess is it's either the quest reward for completing savage or it's crafted from A4S's rare material drop. Either way I won't be seeing it for a long while...
