20 is not a big enough sample size to make any claims about crit rate, you will need a few thousand more casts before you get anywhere near meaningful results.

Exactly this. ^^Then those bards are stupid. They're already far enough behind in WD even at the same ilvl, dropping ilvl for secondary stats that have been majorly scaled back in 3.0 is idiotic.
Crit chance has also been scaled back greatly and forgoing ilvl to stack it is also stupid on sch.
The scale back on crit is ridiculous making WD the much more obvious upgrade. The blm in my static stacks crit and it isn't unusual to complete the first phase of any fight with him with a 0-4% crit rate. Maybe later in the expansion these secondary stats will have more weight as we stack them but right now they just don't.

not sure about all this bard stuff but for scholar the value per tome thing is something like
book > bracelet > chest > head > feet > neck > ring*
*ring is technically best in slot once upgraded but it's also pretty bad for a best in slot
everything else would be along the lines of 'marginally better than prototype gordian until you get the real gordian piece'
nothing wrong with getting them but mine as well put priority on the most bang for the buck items
