Is there an easy way to find plots for sale or do you have to wonder around aimlessly for hours going to each plot and looking at the card?

When looking at the ward list, you can check each ward and sub-division for any plots that have an amount instead of a company tag or pc next to it. You can just cycle through all 8 wards and sub-divs like that. It can be done from the city-state aetheryte after unlocking each housing area. Hope this helps a bit.

Try the PF. People will sometimes post if they are selling. You could also post in there to let potential sellers know you are looking to buy, so they will contact you.
