I guess it'll be a lot more difficult making characters in overpopulated servers; typically, people would wait on or after maintenance to hopefully create a character, but it seems as af SE is going to prevent that from now on.

Forgive me if I'm misunderstanding here, but it seems to me that this isn't saying that worlds won't go down for maintenance, but rather that they won't be crashing/preventing log in attempts when the server is at max capacity "such as right after a maintenance"........

I don't get it. Balmung/Gilgamesh are rarely open anyways. Does it mean people can actually make a character but not able to log in?

OP I'm pretty sure that's talking about increasing server stability during high activity periods, not character creation restrictions.
