Unable to launch updater??

Sorry for my English , I do not speak it well , but I managed to fix the error. Go to sounds, sound scheme , without sound, and activate it. The problem should have been fixed.

It wasn't. I finally got something working, but kinda did a major pain-in-the-bupkis to get it to work:

1) Downgrade back to Win7 (thinking it may have been a glitch with Win10) only to find malware that my TWO main programs hadn't been able to find,
2) clean malware and find out Win7 is screwed up beyond belief,
3) Fresh wipe/reinstall of Win7 (now it works right) and full updates,
4) Re-upgrade back to Win10 (everything still works) and get the new updates for Win10,
5) download FFXIV launcher, only to get a "Unable to download patch files: [11033][20403][19901][13]" error.
6) disabled all AV/malware stuff I was running and tried some suggestions found here on the forums: no good,
7) right-clicked launcher and tried "Run as Administrator" and IT WORKS!!! It is currently downloading files for FFXIV and HW as we "speak".

Seems Win10 probably has an issue with letting that Admin account run things as the computer Admin. Go figure. Well done Microsoft.
