You can change it. Put on ilevel 100 gear and fight against Garuda NM with a 3 man party.
The only reason why Garuda NM don't get easier in DF is level-synch. Everyone will have maximal average ilevel 46 in this fight if done with DF.

I rather have a ilvl sync in HM/EX then a nerf in normal.
The difference from 2.x to 3.0 in difficulty is already pretty big since suddenly you don't roflstomp anymore.
By making the jump even bigger, players will start to complain 3.0 is too hard and then there will nerfs happen and then it will never be fixed anymore.
Actually that's a good idea. at least then normal would not appear to be harder then the harder versions of that dungeon. Also cna't stop that, those players will want it to be easier and honestly some of those bosses aren't hard they're just annoying. with Annoying mechanics.
