I think SE has overlooked this instance. When I get this in Leveling DR with new people, its really really painful because its actually a difficult fight that everyone seems to have overlooked.
Is this going to get nerfed? And why are there 1.0 Garuda mechanics in it that no one seems to know how to deal with and never shows up in the other two Garuda instances?

Serious question for those having trouble with Garuda Normal... have you tried zooming your camera all the way out?
As did I. Imagine being an Australian playing on the PS3 back in 2.0 when latency issues were a lot worse (there was a three second delay on character positions, I think?). I saw Titan HM to be almost impossible (since you needed to be out of the AoE before it appeared, otherwise it was too late) and joining a Titan party wasn't easy... I did complain for a bit, but then I decided to actually try the fight again and learn every single move he did. Once I got the pattern down, even an Australian playing on a PS3 without an SSD could beat him (I refused to do Titan EX until I got a PS4, though).
That aside, 2.1 did fix the latency issues and made Titan HM easier to deal with.
Got 3 newbies a week ago, one of them was my friend I invited to the game. Told them the tactic, after every wipe I told them what was wrong. After about 4 wipes we cleared it.I understand perfectly well where the OP is coming.
Every time I get Garuda NM for roulette, the n00bs just don't know what to do even if I explain to them 7 F*CKING times.
Try to do it with three of those and you are not going to clear it. Nor should you clear it and only thing left to do is curse your luck.
As I already said in this thread. If you cannot handle wipes and being around new people who are still learning, stop doing roulettes and spreading your toxicity to new players.
You can change it. Put on ilevel 100 gear and fight against Garuda NM with a 3 man party.
The only reason why Garuda NM don't get easier in DF is level-synch. Everyone will have maximal average ilevel 46 in this fight if done with DF.

It doesn't need a nerf. People just need to git gud. It's a faceroll fight as it is. New people do just fine on it. You just need to get better at explaining things. I just got this today as my leveling roulette. Went fine. As it always does any other time i get it. Typical OF whining and complaining.
To those who are asking for a nerf to one of the most fun fights available from the levelling roulette, you either need to:
1) Explain what to do with the newbies so they have an idea of what to expect and act accordingly.
2) Get better at the game. In the end, it's an easy fight once you get the hang of things. The reward comes from prevailing over the obstacles presented in the fight.
3) Don't bother with the roulette. What you get is what you get. Don't like it? Tough it out or be a quitter, and quitters never win (unless you're quitting a bad habit, then you're on the path of a winner).
But most importantly: please stop whining for nerfs. You did this with Amdapor Keep, Pharos Sirius, and the Steps of Faith. Please stop begging for nerfs to content that was originally fun and challenging. It's pathetic.
Nerf or not, I recently cleared up to T9 and we *still* wiped to mechanics on T9.
Garuda normal is pretty easy, its all about paying attention and following mechanics, its not the zergfest that garuda HM turned into. If you are stil haveing trouble get a high lvl player buddy and do it in an under leveled pty.
