Why is there so little Critical Hit Rate and Determination in all of SCHs AF2 gear?

Did anything change, is Piety considered the best for SCH now?

Afaik, previously, you'd want as much as possible of Determination and Critical Hit Rate but in AF2 you'll get the least of them.
I'd imagine the developers sit down and think about what stats to put on a certain piece.
So, why do SCH now need so much Piety and Spell Speed?
