Launcher Intermittently doesn't load correctly (Windows 10)

Upgraded to Windows 10, only issue with the game seems to be the launcher intermittently not loading.

Sometimes it stays black for a very long time, showing just the title bar like this.

Other times it half loads, but doesn't load the log in information box like this.



When this happens, either time it can fully load in and work after waiting 30 seconds or so, or it doesn't and throws this error. Sometimes the login box appears, you can type everything in but when you hit login nothing happens and after waiting a short period the same error is shown.



I completely removed my antivirus to rule this out and have tried changing settings in internet explorer with no joy. After upgrading I reset the PC (essentially fresh install) and reinstalled Final Fantasy XIV from the internet, no backups used or anything. I've also tried deleting 'FFXIV_BOOT.cfg' and letting it recreate a new one but this has not changed the situation either.

EDIT: No, just went away for a while, still very much happens.
