I never heard of that, all ive heard was that certain tiers are allowed a certain amount of colors. Its to distinguish what level a player may be by seeing what color their gear is.

But then that's kind of negated by the example I posted above with their examples not having any kind of consistency and encompassing most of the colors we have.
