In the past, right after I finished 'The Ultimate Weapon' a month back, or so, I went on to start the process of unlocking all the hard dungeons to participate in the Hard Roulette. When I first talked to Bloezoeng, he had the locked quest, 'It's Not Easy Being Green' - Cool, no problem - But now that I actually need to complete that specific quest, he's not offering it. There is no quest bubble above his head in Mor Dhona, nor does he offer it to me when I speak to him.

On my mini-map, it shows that there is still a locked quest, but still nothing.

Yes, I completed the normal mode quest, Trauma Queen.
Yes, I'm far enough in the story (In Heavensward, actually)
No, It does not show up in my journal.
No, It does not show up anywhere under 'Completed Quests'

It seems through some of my own investigation and testing, I got the quest to pop back up ... I abandoned previously accepted quests from the NPC, and the Not Easy Being Green quest came back to him.

Please, delete this thread whenever possible ...

I've solved it on my own.

I would just like to take the time to point out why this happened, so that others might learn from it.
When a quest in progress causes an npc to get different dialogue, it disables all other interactions with that npc until you advance the quest far enough that the npc is no longer counted as a quest npc. This is almost always the reason why an npc won't give you a quest.
