The easiest way IMHO is to limit these new traits and skills to Classes only and make raiding Jobs-only (which practically it already is).
Well if you think xi is old and outdated stop trying to make this game xi then. Get outta the past and into the future. Final fantasy xi is over and done with the future is with xiv atm. So get with it.

The only real way to get around having to balance merits for raids while allowing all options to be viable would be to make merit rewards/skills/traits non-number factors, or things that don't directly affect healing/damage in or out. For example:
Non-number factor: An ability to pull an enemy to you. It might lead to an increase in the damage you deal, but only because it allows more uptime on an enemy, not because the skill itself increased your damage.
Directly affects healing/damage in/out: Things like x% increase to damage/healing with x skill...
Gray area: Reducing cast times, but not the gcd. No, in a turret rotation your damage would not increase. However, reducing cast time increases mobility, which can be a huge factor for dps.


I would love to see merit points, or whatever they want to call a system that lets you get exp at max level for boosts.

We have skill bloat now so I am against new skills what so ever. Merit would work best when we are at top level for the game period (no clue when that will be). And dude with classes outside of raids, why not take from their pvp system and give you skills only used in overworld? I hate skill bloat and am against it, but that would make more sense in the current game. In the end all it is just a new grind to do with gear if added since as most have said for the most part their will be a cookie cutter "best" build. What could be cool would be movement speed procs for certain skills that could be merited in (would need yo change up encounters then, but with new content it might be nice). Overall thou I would just want more levels and more attribute points maybe some more traits to change up the jobs from 60-70. And more jobs always gives more room for different gameplay.
Merits are generally something added to MMOs when the level cap is never going to be raised but want to keep some sort of progression. I think it is probably a little early. And they have been pretty clear about vertical progression at this point as well.
What if you were to get 1 merit for doing specific actions, such as completing a HW dungeon, call them Temple Merits and trade them for personal versions of the FC buffs. Your FC has up battle xp and crafter xp but you want to level your fishing, no problem, buy yourself a gathering xp buff with some Temple merits.
Expanding on the idea to trade them for items, what about an Ishgardian Potion of Vigor, removes Weakness (but not brink of death, probably have to limit that to out of combat too or have it share a CD with other pots).
Or since Ishgard is proud of their chocobo breeding, give merits chocobo related uses. 10 merits and a pot of dye the color you want your chocobo to be and the Holy Stables will color your bird for you, takes more time the more drastic the change, minimum 24 hours.
