You do realize that the ads in the privacy options are when you are browsing using Microsoft Edge (the new internet explorer)
Which you can turn off.

Not everyone updates their OS to the newest thing

Which is why two to three version later when they finally do upgrade or get a new computer we see even more people crying about how much changed, which had they kept up with the updates, would have been slow and easy to understand.
