The Arrow confusion

The Arrow (tool-tip in action window) simply says "Increase target's attack speed by 10%." Attack Speed effects only Spells (Fire, Benefic, Adloquium, Shadow Flare, etc.) and Weaponskills (Heavy Shot, Heavy Thrust, Spinning Edge, Savage Blade).
