The Arrow confusion

So, I noticed something with the Arrow from the Astrologian's deck, all cards but the arrow have very flush descriptions.

When the Balance is drawn, it says "Increases target's damage dealt by 10%", and on the buff it says "

For the Spire, it says "Refreshes Target's TP", and on the buff it says "Restoring TP over time".

While for the Arrow it says "Increases target's attack speed by 10%", and on the buff it says "Weaponskill recast time, spell recast time and auto-attack delay are reduced."

So far, all the buffs, save for Arrow, are flush in what they do. While there is a discrepancy between the description of Arrow when drawn, and when used on a target. Presence of Mind on White Mage also says "Increases attack speed by 20%".

So the target buff should say "Attack speed is increased", should it not? Similar to the other cards.

As far as I know, perhaps I'm wrong because tooltips... Arrow only affects MAGIC SKILLS... And Spear does affect WEAPON SKILLS.... For example, in the case of a job using both of these, for a DRK, the arrow helps him ddoing faster Unmeld, Abbysal Drain, Unleashed.... While The Spear helps with the aggro combo, delirium combo, and basically the rest.

The Arrow (tool-tip in action window) simply says "Increase target's attack speed by 10%." Attack Speed effects only Spells (Fire, Benefic, Adloquium, Shadow Flare, etc.) and Weaponskills (Heavy Shot, Heavy Thrust, Spinning Edge, Savage Blade). The active buff (when applied) says "Weaponskill recast time, spell recast time, and auto-attack delay are reduced" which is in reference to action abilities classified by either "Spell" or "Weaponskill."

The Spear reduces ability cooldowns upon use. Abilities include: Lustrate, Hallowed Ground, Bloodletter, Battle Voice, Apocatastasis, Hallowed Ground, Holmgang, Rouse, Spur, Enkindle, Barrage, Raging Strikes, Blood for Blood and alike.
