It wont be less than i210 because of eso weapons that only takes 3 weeks of tomes. The relic will be the best in pacth 3.1, the raid weapon in 3.2, the relic will catchup in 3.3.
Would be fine with it the grind for relic (since there is always progression gear at a similar enough level) could be 215. (I mean look at how much grind old relic took form get go).
Edit: I like how it looks regardless, but all I need it a lance and I guess I could start working on ALCH now (prob hate myself later) for globe

All I know is this Relic is going to be like the previous one, in the sense that it will have enough hurdles to make some people (like me) wonder why the F they're even going to the trouble of getting the Relic. It will probably be the most powerful weapon in the game, and it'll likely have an iLevel of close to 300, possibly beyond 300, because, think about it, we're only in the beginning of HW. They've yet to add more story. If ARR is any indicator, with more story comes higher iLevel equipment.
The question is, is it going to be worth the trouble?

This isn't true. It was people interpreting intentionally vague wording to fit their own ideals. Zeta owners will be given consideration.
We can buy glamours of all our previous relic steps. That's already some consideration right there. Keep your hopes low and don't expect anymore further.

If they followed something similar to the first phase when 2.0 was released it would come out via a few quests eg. find item in beastman stronghold, Complete alexander normal 1-4, kill chimera/hydra mk2 spend a bunch of poetics and it will be item level 200 and upgrade to 210 via spending esoterics. I did notice somewhere in Idyllshire there is a furnace looking object with some gobbies possibly trying to mine rocks away to get to it. Possibly the old drunk kettle maker might make an appearance, since his best friend Rowena has already set up shop there.
I couldn't imagine it being 215 until savage t4 is beaten by atleast a good portion of raiders. Since it is designed to follow BEHIND raid gear but match it before the end of the patch cycle. In relation to Zeta owners, Consideration is the only thing we are getting at the moment anything else is wishful thinking.
