Either Shoulder Tackle is now useable within 10y range, and the tooltip still incorrectly describes it as needing a minimum range to be useable from, or the ability is broken in that you can now use it in melee range.
One of these should be adressed.
Has been submitted in-game since the start of 3.0, has not been answered yet.
