This would be amazing!!!!I think the fix they need without messing with their setup is that they should do job specific tomes that have a cap based on the current job instead of the account. This is a game where you can be many different things on a whim--more or less--however they limit that ability with tome caps. Because if you want to have a DPS and a healer class leveled, just to get Eso weapons for them you will have to spend 5 weeks. Legs and Body pieces that is another 4 weeks, by this time we have moved on to the next big patch and new, better gear is obtainable.
That is the problem with the game. It promotes "you can do anything" but then crutches you when you want to hold them up to that offer. The problem they run into is that if they just uncap everything then people will clear the content in a matter of days and unsub their accounts until the next big update. So how do they fix it to be true to their promise while making sure they can capitalize on subscriptions? A simple solution would be merely to add qualifiers to the Tomestones. For Example:

Esoteric Tomestones of Healing
Esoteric Tomestones of Magic
Law Tomestones of Combat
Law Tomestones of Fending

Depending on which job you are set depends on the type of the Tomestone you get. If they really wanted they could get into even more detail and base the Tomestone type on the current job and have one for each. From a logical standpoint it would make sense since a tome is something that contains information, the stone merely states the tome is on a slab or slabs of stone instead of paper. So basically it would translate to: "Stone slabs containing information based on the Laws of Magic" or "Stone slabs containing information based on the Esoterics of Combat". Makes sense to me and would ease the restrictions while keeping people playing. The only problem that I would foresee is the comment "It would create too much strain on the servers"--a somewhat BS response in this particular setup but I feel its one that would be used.
