It's still entirely RNG, I've had two Shafts drop on a run of A4 and 2 Pedals on either A1 or A2.

Alright, that's good to hear. Still...In my opinion it should always be double shaft from A4...I mean, it just makes more sense.

I've had more people go for the Spring than the Shaft in some parties, and when all the people are done with their chest piece they'd want Springs too. Doesn't really make sense to have two Shafts per run.
