Physical Vulnerability Down Overwrites Vulnerability Up in Cuff of the Father

I suspect this very likely has something to do with this fix:

An issue with the marauder action “Vengeance” wherein the damage reduction effect would be overwritten by certain debuffs used by certain enemies.

The "damage reduction" effect is literally just a generic buff called Vulnerability Down, so I'm guessing that, for some reason, the fix was applied globally and affected Physical Vulnerability Down.

Steps:
1. While piloting the Magitek Gobwalker G-VII, wait for a Gordian Hardhelm to appear.
2. Wait until the Gordian Hardhelm casts Physical Vulnerability Down on his allies.
3. Cast Meltyspume on any target with Physical Vulnerability Down.
4. Meltyspume's Vulnerability Up debuff will have no effect and will not be applied to any target with the Physical Vulnerability Down buff.
5. Physical Vulnerability Down will also directly remove (overwrite) an existing Vulnerability Up debuff.
