I did notice a decrease after I got into HW, but I still certainly get enough that it must be more than the average of players in other roles. And extremely rare to not get 1/3. The reasons why seem quite clear to me:

    1) People are in a race. Either to finish HW or to get better 60 gear. Too much of a race to give ANYONE a commendation (worst kind of people on the planet)

    2) There is a correlation of a rise in alert players as you get further through the game and some will think more thoroughly about who gets their comm, rather than dumping them on tank. One might think the tank already gets plenty, while another might think the DPS or healer was better than what they are accustomed to seeing.

    3) Once you've reached 60, a tanks ability to generate enmity doesn't rise as quickly as a DPSes ability to raise their damage potential (and therefore gaining the DPS more enmity). Even in late game, many DPS will still only sync their target with the other DPS by coincidence rather than intent (or worse they will be stalemated in the mindset that the other should be following their lead). Out-threating the full wrath of a DPS on two targets at once is much harder at the end-game than in previous stages (which explains why many DPS never felt the need to understand this at such a late point), especially when you're fresh around the i150 range. This can make it very hard to entirely avoid awkward chases which reflect poorly on you, but it eases as you gear up better.

It's nothing to get too upset over. Other than being friendly and playing your best, little else can be done to help. More so for point 3, which is when you practically have to jump into the fray with much better geared teammates out of necessity for Law. You'll never get comfortable in your role if you take every pretentious post to heart, like the one above me.
