Just doing EX Roulette once a day for 7 days will cap you. If you can't spare 4~ Hours a week to doing EX Roulettes, maybe MMOs just aren't a genre that gels with your life.
Hell, even just running an Alex Floor Farm (generally 4 runs) will net you 40 Esoterics, and if you manage a 4x Farm on all 4 floors, that's one third of your weekly cap right there.

The cap exists to limit the speed at which we obtain the better ilvl gear outside of raids. Tome gear is quite literally the definition of welfare for those who dont/cant Raid.
For those that do Raid, Tome gear is a great filler piece while waiting for your Drops, or in some cases providing alternative stat options at the same ilvl.

TL;DR, nothing wrong with the weekly cap.

Or as others have suggested make the Tome Cap per job and only allow said job to buy gear for that job.

    I think it's timed perfectly.
Doing Expert and Trial roulettes even people like me, who CAN'T play every day (you know, work, friends, just general things one could call having a LIFE), are able cap.
Having a higher cap, or a shorter reset period (technically both boil down to the same) would make people gear up too fast - content would get overgeared and thus easy and close to worthless too fast, and people with a life would be left behind in the dust.

Stop being elitists and find some other things to do outside of playing this game.

Pretty much. I see all these kids throwing around the word "Elitist" whenever they see something they don't agree with.

i restrict it as an insult to people being complete an utter dick to someone trying to learn something.

on topic the only thing that should change is that your eso cap should have a spill-over from previous weeks...with a limit. for instance you would only get a chance at the tomes you couldn't get last week, so if you weren't able to get any last week your cap would temporarily be 900 tomes. if you hit 450+ that week no spillover to the next.
    so it would be like:

    capped first week
wasn't able to play for half of second week, only got 250 tomes
third week gets an extra 200 tomes you can acquire from what you missed. hit 500 tomes this week.
normal cap fourth week because you got 450+ last week.

Dosen't take much to cap for a week. Log on and do one Expert. Don't even need to do it every day of the week. And then after the expert, go around and find some other fun inside the game to do. Hunts, Treasure Hunts, Work on an Airship or other group construction with friends.

Weekly limit is to stagger raid progression. Makes sense given the powerful DPS checks out now in Savage Alexander.

Tome gear is not the definition of welfare gear in this game, as you might have noticed, although that might be the case in other games. FFXIV treats tome gear differently. It can often be BIS. Heck, there were pieces of WOD gear that were BIS. Placing large tome prices on items is a sufficient enough stagger system. The player base doesn't need a three-month cooling off period to make SE feel warm and fuzzy about how long content stays relevant or the discrepancy between frequent and infrequent players. Oh, and maybe some perceive this as whining, but at least I'm making a point rather than typing a one-sentence response that adds no value except to be spiteful. I'd bet you could keep your mouth shut the rest of your life and the world wouldn't suffer for it.
