Normal=4-6 used
Bountiful=6-8 used
+1 for the idea. I would argue the Leve cost is too small for bountiful, as you get 12 leves per day.
I am a little confused as your Scarce, Normal, Bountiful terminology. Are the hunt targets scarce within the instance? Or, are the hunt rewards scarce?
