Arrow does not effect the Skill Speed or Spell Speed stat, it only acts as haste, similar to Fey Wind and Presence of Mind. It does not increase HoT ticks; it only reduces the time it takes to cast skills or spells.
Wasn't it stated somewhere (forgot where I read it), that Skill Speed/Spell Speed affected DoTs/HoTs?

Ah. I misunderstood, then; I thought you were comparing WHM to AST as they were, not in comparison to proposed changes to them.The +5% healing potency for diurnal is what I've suggested in the post.

Balance helps the fight go quicker meaning less healing is needed.
Bole reduces damage which means less healing is needed.
Arrow helps the fight go quicker if you throw it on a DPS which means less healing is needed or allows you, the healer, to throw out more heals which means better healing.
Spear reduces recast time which means CDs proc faster which helps the fight go quicker meaning less healing is needed.
Ewer helps those who use MP to regen faster which allows them to use more skills which leads to either more healing or a faster fight which means less healing is needed.
Spire helps those who use MP to regen faster which allows them to use more skills which leads to a faster fight which means less healing is needed.
All buffs help healing. But yes, it is usually indirect. That doesn't make it useless.
If AST could heal as much as a WHM, then it would completely destroy the only strength that WHM has. WHM lost almost all of it's mitigation potential with 3.0. It's nothing more than a heal-bot now. AST, while having to fight the RNG of cards, still has a LOT more utility than WHM does. Balance is all about tradeoffs. The more utility potential a healer has, the less heal potential it has to have.
I'm not saying AST is fine the way it is, but what I am saying is that you should never compare healing potential to WHM as an argument for balancing because WHM MUST ALWAYS have the highest healing potential in the game since they have the lowest utility potential.
AST healing potential is actually fine. Where work needs to be done is in the card strengths.

Card strength is fine as well it just takes a precision of coordination that is almost above and beyond what most raid team s would consider a head ache. If you time balance just right it can improve a dragoons dps by 400 du ring it's run.
I would like to see tp bars be utilized somehow as a . Resource for astros to make cards less random or alter one of our weak cooldown s to make cards random ness less.

There's a very key factor you forget in this comparison; AST's DoTs don't require an accuracy check and will never miss, compared to WHM which must sacrifice other stats for +ACC.I agree that every healer must have something that he does best.
