There isn't any need to have to always cap every week. You have priorities if you have a schedule you have to keep; so stick with it. Just because you can't cap this week doesn't mean you can't cap the next week or the next week after that, or even the next week after that week. You can get the gear later. There is literally no rush unless you make it a point to make it one. Most content can be cleared with just a full set Law gear, unless you're gearing for Alexander (Savage).
If they follow the way they present us updates in ARR, come patch 3.2, Esoterics will no longer be restricted to a weekly cap. So, why the rush?
It's NOT HURTING ANYONE. So why not?
Also keep in mind that a lot of people level multiple jobs, and Eso gear is job-specific.
There it is. Why the rush? You will get the gear eventually. I admit, an accumulative cap is a nice suggestion. But why the rush? You still haven't answered my question. Very curious is all.

Those two are not job-specific. A lot of people want to have their jobs in their AF2 gear.
Also I wouldn't really consider it "rush", it's more "on pace" with the others.
Patience is a virtue; especially when you're working towards something. They want to have it, but they don't need to have it now. So again, why the need to have everything as soon as possible?
In the end though, how are you going to actually implement this properly? The weekly cap is universal. Everyone has the same cap. Even those who don't have access to the tomes yet. A maintenance was required to increase the cap on both occasions (300 to 450, and 450 to 900). Unless, of course, you want a maintenance every week. And what of players who just started? Would they have the same cap? Otherwise giving everyone separate caps is time-consuming. And giving them the same cap? Would be painful to see 0/5850 on the currency window, plus, it isn't balanced properly.



3.2, where you can farm 2000 eso tomes and more each day (if you want)
also don't forget, there will be a tome rewards increase in 3.1, like there was one in 2.1, 2.3 and 2.5
You need 5 days to reach the weekly cap? In 3.1 in will be 2 or 3 days.
