yes, you are right that it is indeed a great skill. however, whether or not if Parry is actually worth it i think is a matter of opinion. i personally think trading a 10% Parry buff for the use of Steel Cyclone just to grab a little extra hate simply isn't worth it. i don't think it would hurt to add a little extra benefit from it that isn't completely situational to something like larger pulls, or having to pop multiple Cool Down effects.And it's only physical damage ! Parry is just not worth keeping your Wrath stacks. Not. One. Bit.
And adding a bleed effect on SC which already does 200 potency without taking the Defiance damage penalty into account would make it superior to Decimate which does 280 AoE potency and is the Deliverance equivalent to SC. It would be stupid. SC is fine as it is. Maybe add a little side effect like the healing from 1.0, to get something equivalent to Inner Beast but for AoE situations. But that's all.

this would be very awesome. i would totally love to see something like this. and wouldn't even be opposed to adding a short Cool Down to see this.
The thing about 1.0 SC that was great was - the more targets it hit, the more likely you get crits, the more likely you get healed. So it worked out in this great way that the higher the risk, the higher the reward.
1.0 WAR could tank every mob in Wolf Pit near Dragonhead at once, using SC to go from near instant death to full health > repeat. It was chaotic, but beastly fun.
In fact I think Blood Price > Dark Arts > Abyssal Drain tries to copy this design. But in 3.x content just doesn't seem to work as well I guess
There a few pulls you can use buffed Abyssal drain to literally self sustain (first pull on platforms in factual) ton of mobs that don't hit all that hard.
But on topic. Imo parry is garbage on trash mobs they won't live long enough for it to really matter you have Cd's for big pulls.
For bosses again you have Cd's for tank busters parry again is not worth stacking. So parry while yes is free mitigation it's mitigation your healers aren't banking on.
As for steel cyclones it's free hate and free damage. Unless I need inner beast for the extra damage reduction I use it everytime I can on big pulls.
No, it's not. 10% more parry rate is ridiculously low, it's not a matter of opinion, it's a fact. Keeping your wrath stacks for that is a big big waste. You'll never need this 10% more parry rate to survive in an AoE situation (and you'll most likely not even parry that much more by keeping it honestly). However, blowing your stacks while under Berserk + Bloodbath to do a SC will grant you pretty high self-heal which will reliably help out your healer(s). There is no matter of opinion on that, wrath stacks are made to be spent, not kept.
So the overpowered Warrior needs even more buffs? wauw... just... NO.
I always thought it would be cool if the 20% damage reduction buff was just linked to consuming the Infuriated(Wrath) buff.
So using any of Inner Beast, Steel Cyclone or Unchained would give you the Inner Beast buff.
It's fine as it is, really. It's THE most useful AOE tool we have. I liked the 10% boost to crit, and even then it was not worth it to keep it - but the boost to parry is even worse, especially in big pulls - reason being, you HAVE to face the mob in order to parry it. You can't when you have many enemies and you have to dodge constantly ten thousand AOEs. Better to 'cyclone them to shreds before they have the chance to hit you more.
Changing Steel cyclone and Decimate to use only 3 stacks would make using them hell a lot less clunkier.
