I'm not sure about PS4 but on PC, even if you're using the cross hotbar, you can still make the horizontal and vertical hotbars visible.

You can do that with PS4 as well. (Not PS3, though. That one only has the cross-hotbars.)

They can work well together. The controller and cross-hotbars used to actually activate skills, but with an extra straight hotbar shown on screen just for cooldown visibility.

then you can hit your Button combo like LB+RB To get to the hotbar that has a copy of them on it to use.

I was wondering, how do you work that out? Hotbars and then the Crosshotbar at the same time?

Is it confusing? I play as Controller but I want to have some Hotbars for Macros and whatnot but its a pain with a controller.

The purpose of the icons set on the standard hotbar is just so that you can visually track cooldowns for your abilities that may not be on your main Cross-Hotbar. For instance if I have an ability on my L2+R2 Crossbar, it is only visible when I hold L2+R2. If I want to be able to track it's cooldown all of the time, I can set it on a separate hotbar in order to keep the icon visible.
