If I know SE, they will try to make situations where a BRD/MCH can limit. An (outdated) example would be the 2nd adds phase of turn 10 if you don't have LB3 ready. A bard or MCH could fire through both add sets, whereas a BLM can't fit both without tank finagling.

Tbh, I kind of hope they do >_> Because atm, the majority of the game seems to revolve around melee lb, which if you're not drg/nin/mnk, you'll never see your lb :/

I use my tank LB all the time.
With the exception of Alexander Savage, I'll pop my LB if the last boss reaches 5% or so and a DPS hasn't done it.
In Turn 13 it was required for survival.

My group was way out of practice for Ravana Ex the other day, and needed the healer LB a number of times. It did the trick though!

Have more fun and use your LB more often! Just don't stop progress through difficult content with it though.
