I can see where the last kid is.

How do I get up there?

Go towards Rowena
Take the stairs on the left up to the balcony overlooking the market.
Go to the right side of balcony and follow the path back over the market.
Then turn left on to the bridge over the middle of the market. You find the kid on the bridge in the middle.

For some reason I kept looking left. Once you suggested it the rightward path was so obvious
