    This could be the delay mentioned above, it could be the browser. If it not those, it could be the region you are physically in.

    I understand if you are using a credit card or debit card to make payments, the authorization system will, as part of verification, look at your IP address to ensure you are located in the same country as your account's registered address and the card you are using. If they don't match up, it doesn't get authorized. Or something like that.

    Don't forget SE have one of the most strict set of payment rules I've ever encountered in over 20 years of online shopping. It's not to say it's any safer than elsewhere, just stricter (like blocking accounts permanently after a chargeback). It's for this reason you face issues.

    It's simple to say "get a new credit card" but it can be difficult. Is it possible to set up a debit card account (I don't know how easy it is in your country) or buy a prepaid credit card? The latter is usually available to anyone over the legal minimum age. I'd normally suggest Crysta via PayPal but that's causing you issues too. One thing you may want to check is that PayPal isn't deferring payment (which it sometimes defaults to) & then temporarily delaying payment to Crysta, causing delays.

    I hope you get it fixed; a FC member had the 406 card issue for a long time & had to stop playing during it. I'll ask next time they're on how/if it was resolved.

    Random thought. So you said you can make one payment and when attempting to make a second or third payment you get the 406 error? I don't know if it could possibly have anything to do with the fact that your computer has information stored as temp files indicating that you've already made a successful payment, which the site could check for when you attempt to make a second payment, and if the site sees those temporary files on your pc it would understand to decline a second purchase, but if that's the case, which it's probably not so don't get your hopes up...you could try making a payment, close your browser, use a program like Ccleaner to clear the cache on your computer, or alternatively use your internet browser options to remove temporary internet files, and then open your browser back up, go to the Mogstation, and attempt to make another payment. Like I said, it was just a random thought, but if it works...well, that would be pretty cool, and it would save you a lot of hassle.

    More then likely it's your bank, it's protecting you from fraud, contact them first, SE can't do anything else if they ran you through all their hoops already.
