Time dilation useless? What is this?

No ability that is FREE TO CAST will ever be useless. This is like saying Eye for an Eye or Celestial Opposition is useless because they don't do much either. The point is it does something and costs you nothing, so why not?

Time dilation is even better if you are diurnal, extending the duration of your regens and what not. Wish it did something useful to shields...
