per the Lodestone notice, you need to have TLS encryption enabled. For Windows, open your Internet Options (inetcpl.cpl from the start/run box) and go to the Advanced Tab and scroll towards the bottom. There will be check boxes for enabling the older SSL encryption and the newer TLS encryption methods. Make sure they are all active.

If that does not resolve it, then either something on your system (security, Malware, etc.) is interfering with the download of the site, or MSIE and/or it's supporting technologies (Java, Flash, .NET, etc.) may need to be updated.
