Ideas to replace or rework dissipation

At this point I'd be happy if they simply expanded the Dissipation bonus to affect attack magic as well since just about the only thing it's good for is weaving additional Energy Drains during DPS phases.

I'd be fine with this. It's all I really use the skill for anyways; at the start of a fight as an opener for 9 Energy Drains.
