What is this?(graphical anomaly)

This didn't happen until somewhat recently. Excuse the crap phone quality, the artifacts don't appear on screenshots.

As you'll notice, there's a bit of blue/red/green(the color tends to vary) distortion on the bottom left corner of my monitor. It also appears less frequently on the lower right, but it's not a permanent thing. Happens mostly in the house, while moving around and gathering, and at login/character select screens. The size isn't static either, it can be bigger or smaller randomly, but appears nowhere else on screen.

This does not happen in other games, and this does not happen on my desktop.

It happens in borderless windowed, fullscreen and windowed mode.

I'm running DirectX 9, as 11 keeps crashing me. I haven't tested to see if it also happens under DX11.

What is this and how do I get rid of it?

Visual audio effects for the hearing impaired. Think the option was in the "Other" section on the config screen.
