Not sure if only 5% is gonna cut it. Just compare the difference between sects on regular heals, 5% is almost negligeable. We could however have a %-based stack. You gain 5% when using Draw. Cooldown of 30 sec, buff lasts 40 seconds. If you use Draw again before the timer is up, another 5% is added for 40 seconds, total buff is now 10%. This stack could go up to a maximum of 20% or something, whatever has enough balance to it. If you use another card-related ability like Spread or Royal Road, you instead prolong the timer but reduce your stack by 5% to a minimum of 5%, and your stack will only fall off completely if you fail to use Draw within 10 seconds after its cooldown is up (or you could be punished if using two non-Draw in a row). Alternatively, no decreased stack when using Spread or the like, only prolonged duration.
This system would certainly reward players who keep track of their cards and as Astrologian is slightly time-based (proc for instant Benefic II and Lightspeed), this could fit in with that theme as your healing-output will increase over the course of a battle.
Not saying this is what I'd prefer as a change to Astrologian, but could be interesting. This is also just a thought that popped into my head, so don't take it as a well-balanced option or anything.
