You can't rely on others because then they loose out completely. You can only work with gatherers but even then they may get shorthanded as they'd get better prices on the market for their limited weekly supply.. Time won't sort this out. It will always be an issue due to the weekly limits.

Rely on others to do what exactly? Make left side gear that can hold its own against upgraded Law once you've thrown a few hundred thousand gil in materia costs at it? And just to spit in the wound, the bodies are copypastas so they don't even have glamour value.
