    I have tested it from 600 perception to 710 perception.
    Impulsive appraisal has consistently hit for 103 with absolutely no changes with perception and food.

    You're not missing anything. I suspect either a bug or this works only on legendary nodes in which I currently do not have access.
    If the last part is true then SE should adjust the patch notes to reflect that difference between lv60 non legendary and legendary.

    I doubt that is the case though.

    tested on legendary its the same
