Reprisal is there to have an offset debuff when we cant utilize our Dark Mind. It stacks with Warriors, for hecks sake... its not intended to be an always-on -10%, its intended to be something to use when one of our main cooldowns isnt available/useful, to even out the total damage taken.
A random procted ability is there to be used reliably when your other cool downs are down? That makes a lot of sense....wait no it doesn't.
