They actually did this way back at the start of FFXIV version 1.0's service in 2010/2011 (and even threw in bonuses such as the Hermes Shoes item for FFXIV and a reduced sub rate for FFXI). Few people bothered (none the less because you had to 'link' your accounts together on the SE Account Management System, which was a bugbear and a half). As this was not very successful, I guess SE decided not to bother with it this time around.

Also given FFXI is fast approaching it's Indian Summer (what with the story being officially wound up and PS2 and 360 service to end early next year), I think 'simultaneous subscription' bonuses are even more unlikely.
